By default, MOM's security settings reject any agents on the network which are not push installed from the admin console. In some environments this is impossible or illogical to do. An example of impossible would be a server where you have rpc/dcom shutdown for security purposes. In this scenario, you need to goto the box with a CD and load the agent.

There are a few things to do before this in order to get agents to show up:

--> Goto your management group global settings, and on the security tab, uncheck reject manual agent installs.
--> Right click the top level node in the admin console, and click Commit Configuration Changes
--> Restart the MOM service on each management server

Manually installed agents will begin appearing under pending actions where you can right click them and approve them for the management group.
